Very easily to create that text effect .You can change your own font. 

Open File > New 

Name: Enter your file Name

Present: custom

Width: 800 pix

Height: 600pix

Resolution: 72pix/inc

Color Mode: RGB Color

Background Contents: White

Select type tool and Type your text

Font: Brush Script MT

Size: 200pt

Select the text Layer > Blending Options

                                                         Drop Shadow 

                                                   

                                                     Looking that now 

                                               
                                                     See  now

Select Tool > Brush Tool

Set foreground Color Select White Color

Setting brush Tool

Brush: 7 Mode: Dissolve

Opacity: 40 %

Flow: 30%
